Purpose and objectives

  • Purpose and objectives of transfer payment program: ISC works collaboratively with Indigenous Peoples, federal departments and agencies, provinces, territories, and third-party organizations to support First Nations communities in preparing for, mitigating, responding to, and recovering from emergency events that threaten health, safety, and overall well-being. While local authorities and provincial and territorial governments are responsible for emergency management within their jurisdictions, ISC has legislative authority under the Constitution Act, the Emergency Management Act, and the Department of Indigenous Services Act to ensure emergency management services are provided to eligible First Nations communities.

    The department supports First Nations partners across the four pillars of emergency management: mitigation, preparedness, response, and recovery. Since the early 1970s, ISC has managed frameworks to support emergency preparedness, disaster response and evacuations, and post-disaster infrastructure remediation. Through the Emergency Management Assistance Program (EMAP), ISC provides funding for emergency management activities on reserve and in other eligible communities, along with financial assistance for search and recovery and culturally appropriate recovery supports through initiatives such as the Building Back Better Strategy. Common emergencies include floods, fires, severe weather, infrastructure failures, and loss of essential services.

Purpose and objectives

  • Purpose and objectives of transfer payment program: The Health Infrastructure Support Authority supports the long-term vision of an integrated health system with greater First Nations and Inuit control by strengthening their capacity to design, manage, deliver, and evaluate quality, culturally safe health programs and services. It provides foundational support for the delivery of health services in communities and promotes innovation and partnerships to better meet the unique health needs of First Nations and Inuit.

    Funding supports planning and management of health services; the design, construction, renovation, operation, and maintenance of health facilities; research and modernization initiatives; health workforce development; and the integration and realignment of health service governance. Health Systems Support Program elements include Community Health Planning, the Indigenous Health Equity Fund, the Health Services Integration Fund, the Health Transformation initiative, British Columbia Tripartite Health Governance, Accreditation, and Health Human Resources. It also includes targeted initiatives such as distinctions-based collaboration with Indigenous Peoples to address anti-Indigenous racism in Canada's health systems.

Purpose and objectives

  • Purpose and objectives of transfer payment program: ISC's Supplementary Health Benefits (also known as Non-Insured Health Benefits) Program is a national program that provides registered First Nations and recognized Inuit residents in Canada with coverage for a range of medically necessary health related goods and services which are not otherwise available to them through other private plans or provincial or territorial health or social programs. Program benefits include prescription and over-the-counter medications, dental and vision care, medical supplies and equipment, mental health counselling, and transportation to access medically required health services that are not available locally. Some benefits are delivered through contribution agreements with First Nations and Inuit organizations or with the territorial governments in Nunavut and Northwest Territories.

  • Purpose and objectives of transfer payment program: The Pathways Initiative was a five-year program launched in 2021–22 to fund services for Indigenous communities, including First Nations, Inuit, Métis, urban, and 2SLGBTQI+ populations, as well as women, children, and families across Canada. Funding recipients delivered community services developed and implemented through an Indigenous lens, targeting the unique safety and well-being needs of their communities. The program aimed to support Indigenous individuals and communities in:
    • Developing and delivering culturally relevant safety and well-being initiatives;
    • Addressing community safety and well-being needs that promote reconciliation, resiliency, and capacity-building for Indigenous communities and organizations;
    • Contributing to a sense of belonging among community members;
    • Addressing intergenerational trauma and systemic barriers;
    • Recognizing the impact of lived experiences; and
    • Supporting Indigenous-designed interventions and Indigenous definitions of safe, secure, and resilient communities.
    The Community Development Wrap-Around Initiative supports 22 First Nation communities across Canada to implement their priorities.

Purpose and objectives

  • Purpose and objectives of transfer payment program: To ensure the removal of known contamination from National Contaminated Sites Classification System Class 1, Class 2, and Class 3 contaminated sites for which a Crown liability has been established and documented.

    The First Nations Solid Waste Management Initiative uses the transfer payment plan to fund the assessment of potential contamination at waste sites, supporting the development of sustainable solid waste management solutions on reserve. Investments in waste management help to protect the environment, reduce potential risks to health and safety, and reduce the number of future contaminated sites.

Purpose and objectives

  • Purpose and objectives of transfer payment program: The Family Violence Prevention program provides funding to support access to emergency shelter services, second stage housing, and family violence prevention activities for Indigenous women, children, families, and 2SLGBTQI+ people across Canada, including in the North and in urban centres. The program has two components: Core operational funding for a network of emergency shelters and second-stage housing serving Indigenous communities; and, proposal-based community-driven prevention projects such as public awareness campaigns, training, workshops, and counselling to raise awareness on the issue of family violence. The Program also reimburses Alberta and Yukon for services provided to women and children considered ordinarily resident on reserve but accessing emergency shelters off reserve, and provides funding to the National Aboriginal Circle Against Family Violence to build emergency shelter capacity.

    Contribution funding supports Indigenous clients across the country, including First Nations (on and off reserve), Inuit, Métis, Indigenous urban and 2SLGBTQI+ people.

Purpose and objectives

  • Purpose and objectives of transfer payment program: To improve the safety and wellbeing of First Nations children and families by providing funding to support the delivery of holistic and culturally appropriate prevention and protection services. Eligible recipients receive funding to deliver prevention and protection services for children and families ordinarily resident on reserve or in the Yukon. The program also provides funding for First Nations representative services, as well as post-majority support services for youth and young adults aging out of the child welfare system. Services account for First Nations' unique cultural, historical and geographical strengths, needs and circumstances, and are provided in a manner that accounts for the best interest of the child, as defined by First Nations.

    • Undertake preparatory work, including pilot projects in service design and delivery, to prepare for a subsequent transfer of responsibility for services from Indigenous Services Canada to Indigenous partners.
    Through this funding authority, Indigenous governing bodies are supported to participate in the negotiation of coordination agreements to support the exercise of jurisdiction in relation to child and family services. Through funding under this authority, First Nations, Inuit and Métis governments and organizations, including non-status, off-reserve and other Indigenous groups will be engaged on key program and policy developments to support Indigenous capacity building and self-determination.

    Funding also supports research, evaluation and analysis, including pilot projects that enable Indigenous-centered evidence for decision making and serve as the basis for long-term approaches to service transfer. As an enabling support mechanism, this authority will work in conjunction with funding approved through separate program authorities with pre-determined indicators and performance measurement strategies.

Purpose and objectives

  • Purpose and objectives of transfer payment program: The Strategic Partnerships Initiative (SPI) increases economic development opportunities for Indigenous Peoples by fostering partnerships across key sectors of the Canadian economy. As a whole-of-government program, it brings together federal departments, other levels of government, Indigenous organizations, and the private sector to align resources, strengthen coordination, and address gaps in existing programs.

    SPI supports multi-year economic development activities, including identifying opportunities, investing in infrastructure, supporting Indigenous businesses, and enabling partnerships. Initiatives typically benefit multiple communities, support regional growth, and are led by a federal partner in collaboration with at least one other department.

    Since Budget 2021, SPI has received $12 million annually for regional clean energy initiatives, and starting in 2025–26, it will provide $40 million over three years to support Indigenous engagement on major projects, overseen by the federal Major Projects Office. SPI also houses the Indigenous Navigator Service, helping communities, businesses, and organizations navigate federal programs and services.

  • Purpose and objectives of transfer payment program: The grant provides $300,000 to be split on a per capita basis among the First Nations bands in British Columbia that did not sign one of the Numbered Treaties with the Crown based on a per capita basis. The grant is paid into the First Nations Band Funds held in trust by Canada on a per-capita basis to provide additional services in lieu of treaties or annuities.
